L'établissement de la ville sous le règne de l'empereur Auguste (27 av. J-C – 14 ap. J-C) répond à un choix géographique stratégique lié au franchissement de l'Adour. À cet endroit, le fleuve et ses plaines inondables (les barthes) se rétrécissent, facilitant le passage d'une rive à l'autre. L'Adour constitue aussi une voie commerciale essentielle : à Dax transitaient les marchandises redistribuées dans toute l'Europe via le port de Bayonne.
